In 2023, Rwanda has achieved remarkable success on the African Visa Openness Index (AVOI). Historically a top performer, the country now shares the first position with Benin, Seychelles, and The Gambia. Notably, Rwanda witnessed the continent's largest increase in score, emphasizing its commitment to facilitating travel and regional integration.

Rwanda's progressive visa policies have been pivotal. The nation initially granted visa-on-arrival to 90% of African countries in 2016, later expanding visa-free access for African Union member states in 2020. The recent extension of visa-free entry to all African Union members aligns with Rwanda's dedication to the African Union's Free Movement Protocol, making it one of only four countries to sign and ratify it.

Strategically located in East Africa, Rwanda serves as a vital hub for business, social exchanges, and regional initiatives. Despite the tourism sector facing challenges due to the pandemic, Rwanda's commitment to recovery is evident, with tourism arrivals surpassing 650,000 visitors in the first eight months of 2022.

Rwanda's ascent to the top echelons of the AVOI underscores its dedication to openness, fostering connections, and contributing to the economic and cultural vibrancy of the African continent.
